ENTRANCE AND VISA REQUIREMENTS
Foreign citizens may enter Uzbekistan and transit through its territory only if they have entry visas in accordance with the legislation of the Republic of Uzbekistan. With the exception of citizens of countries for which a visa-free entry regime (to 91 countries), a visa free-transit (to 47 countries) and an electronic entry visa (to 54 countries) are established by bilateral international treaties of the Republic of Uzbekistan and Decrees of the President of the Republic of Uzbekistan (the list of such countries and information is provided on link).

PASSPORT REQUIREMENTS
All participants in the 43rd session of the General Conference of UNESCO are required to possess an international passport that is valid for a minimum of 6 months from the date of entry to Uzbekistan, with sufficient pages for visa stamps.
It is mandatory that the passport or travel document be recognized and valid for the return of its bearer and that it does not contain any restriction or condition, whether it is an ordinary, diplomatic, or special passport.

VISA REQUIREMENTS
Only registered persons will be eligible to apply for visas, where required, and to enter the territory of the Host Country to attend in Conference. Please note that UNESCO will be unable to intervene in any visa decisions taken by the authorities of the Government of Republic of Uzbekistan.
The Permanent Delegation to UNESCO provides the list of participants with copies of their passports and personal photos (3,5x4,5)(to whom a visa is required) to the Embassy of the Republic of Uzbekistan in Paris.
Visa applications will be reviewed within three days. To check visa status visit: link.
Participants from countries where there is an embassy or consulate of Uzbekistan will receive a visa at the diplomatic missions of Uzbekistan.
Participants from countries where there is no Embassy or Consulate of Uzbekistan will receive a visa upon arrival at the international airports of Uzbekistan (participants obtaining visas on arrival will receive a letter from the Embassy of Uzbekistan in France through the Permanent Delegations of their countries to UNESCO).
Note: In case of the absence of a diplomatic mission of Uzbekistan, the Permanent Delegation must provide a list divided into two categories.
1. For participants who will be issued a visa sticker at Embassies or Consulates General.
2. For participants who will receive a visa upon arrival at the airports of Uzbekistan.

Transportation and access to the conference venue

To reach the conference venue, all participants are recommended to take direct or transit flights with one stopover. Currently, tourists from 196 countries of the world visit Uzbekistan on direct and transit flights with one stop over. There are 11 international airports in Uzbekistan. All participants are advised to navigate to either Tashkent or Samarkand airports to get to the event.
Participants of the event from the USA, France, Germany, Italy, Spain, UK, Latvia, Hungary, Poland, Czech Republic, Israel, China, Thailand, South Korea, Japan, Indonesia, Vietnam, Malaysia, Azerbaijan, Turkiye, Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, Russia, Belarus, Georgia, Egypt, Saudi Arabia, Kuwait, UAE, Qatar, Oman, Iran, Pakistan and India will be able to visit Uzbekistan by direct flights.

Participants arriving from their home countries on transit flights are recommended to use the top hub airports such as New York, London, Madrid, Paris, Frankfurt, Munich, Rome, Milan, Warsaw, Riga, Moscow, St. Petersburg, Istanbul, Doha, Jeddah, Dubai, Beijing, Shanghai, Xi'an, Chengdu, Guangzhou, Hangzhou, Incheon (Seoul), Tokyo, Kuala Lumpur, Bangkok, Jakarta, Delhi and Mumbai from which direct flights are carried out to Tashkent.
There are also direct flights from Istanbul, Doha and Dubai to Samarkand.

For flights to Uzbekistan, it is recommended to use the services of Uzbekistan Airways for direct flights. For transit flights, it is recommended to use the services of Star Alliance member airlines that have codeshare and interline agreements with Uzbekistan Airlines and operate direct joint flights to Uzbekistan, such as Turkish Air, China Southern Airlines, Asiana Airlines, Lufthansa, Air France and others.

All participants arriving at Samarkand airport are provided with shuttle buses for transportation to the hotel.
All participants arriving at Tashkent airport are provided with seats on the high-speed Afrosiyab train on the Tashkent-Samarkand route or a seat on a domestic flight.
Here, the headquarters staff organized at the railway stations and airports will assist you in your movement.

On the plane – 50 minutes (Uzbekistan Airways, Silk Avia or Air Samarkand)
High speed train TALGO – 2 hours.

Permanent Delegates of Member States to UNESCO who have applied to the Permanent Delegate of Uzbekistan to UNESCO until 1 July 2025, will be provided with seats (economy class) in the 1+2 format on a charter flight on the Paris-Samarkand (28 October, 2025) and Samarkand-Paris (14 November, 2025) route, which is covered by Uzbekistan. Transportation of the UNESCO Secretariat will be organized on dates agreed upon with UNESCO.
All other participants arriving through their own and transit countries purchase their own air tickets.

All participants of the event will be provided with daily transportation to get from the hotels to the conference venue. Shuttle buses, electric buses, minivans, B-class sedans will be at your service. Buggies will also be provided for quick movement around the Silk Road Center.

In the Korasuv area, a new building of the Samarkand branch of the Republican Scientific Center for Emergency Medical Care was constructed in 2023. The complex consists of 10 buildings and provides emergency medical assistance to patients in critical condition. The new building is designed for 330 beds, including a separate 45-bed intensive care unit for critically ill patients. The medical facility is equipped with modern equipment, including a multi-slice computed tomography (CT) scanner, angiograph, modern endoscopes, ultrasound machines, laparoscopes, laboratory devices, and other high-tech medical instruments.

On the territory of the medical center, a new 11-story children's rehabilitation department and a 4-story diagnostic center have been built.
The equipment in the rehabilitation department was sourced from the United Kingdom, Russia, Italy, China, Germany, Turkey, and the United States. Capacity: 380-bed inpatient facility with the ability to serve 5,000 patients per month.
Additionally, the “BIO NUR MED SERVIS” clinic has 5 operating rooms meeting European standards. The operating rooms are equipped with high-tech equipment (C-arm, laparoscopy, endoscopy, microscopy, and others), as well as 3 resuscitation rooms.
The facility performs surgeries in general and laparoscopic surgery, endoscopic surgery, orthopedics and traumatology, urology, gynecology, neurosurgery, otolaryngology, and ophthalmology. The clinic is equipped with all the necessary diagnostic equipment.
The clinic has an MRI with a 1.5 Tesla magnetic field, CT scanners with 128 and 16 slices, digital X-ray, 4 ultrasound machines (3D, 4D mode), Fibroscan, PCR, endoscopy (EGDS), and fully automated laboratory equipment, as well as devices for all types of physiotherapy.

"ZARMED PRATIKSHA HOSPITAL GROUP"
Uzbek-Indian collaborative venture
Started its operations on April 10, 2021.

Description:
The clinic consists of two buildings: A and B.
Building "A" is four stories high. On the 1st floor, there is a diagnostic department; on the 2nd and 3rd floors, a multi-profile polyclinic and an endoscopic department; on the 4th floor, there are two fully equipped operating rooms for endoscopic surgeries, an intensive care unit, and the "X-ray Endovascular Surgery" department, equipped with an angiograph.
Building "B" is five stories high. On the 1st floor, there is the reception department and inpatient department; on the 2nd floor, there is the surgical department; on the 3rd floor, the therapeutic department; on the 4th floor, there is the maternity department and newborn unit. On the 5th floor, there is an operating room equipped with high-tech equipment for complex cardiac and neurosurgeries, as well as a 10-bed intensive care unit.
To date, more than 200 complex surgeries have been performed at the clinic in collaboration with local scientists, medical candidates, doctors of sciences, and professors, as well as experienced specialists from India.
Currently, the clinic attracts foreign specialists with whom various types of cooperation, experience exchange, and business relationships have been established to preserve the health of the population.

Security and Police Assistance
Ensuring the safety and security of all participants during the 43rd session of the UNESCO General Conference in Samarkand is a top priority for the organizers and the Government of Uzbekistan. A comprehensive security plan is in place in close coordination with local law enforcement authorities.
The National Police of Uzbekistan will be providing 24/7 support in and around all official venues, hotels, and key transportation points. Officers will be on-site to assist participants, manage traffic flow, and respond promptly to any incidents or emergencies.
All accredited participants are encouraged to carry their official badges at all times and to follow security instructions provided by the event staff and police personnel.

Ensuring accessibility for people with disabilities
A wide range of measures have been implemented to ensure unimpeded access and comfortable stay of people with disabilities at the facility:
Ramps, handrails on stairs, railings and curbs at the entrance and exit sections of the building have been installed, which facilitates the movement of people with limited mobility.
Tactile signs, information stands with Braille, and audio guides are provided for visitors with visual impairments.
Audio and video assistants are equipped for navigation inside the facility.
For people with musculoskeletal disorders, there is special lifting equipment (elevators) and wheelchairs.
Specially equipped rooms for people with disabilities are provided in the sanitary and hygienic units (SHU).
These measures are aimed at creating a comfortable and inclusive environment that meets accessibility requirements for all categories of citizens.

Status of Participants
The privileges and immunities of UNESCO representatives and participants are governed by the Agreement between the Government of Uzbekistan and UNESCO. The Host Country will ensure free entry, stay, and departure rights to all accredited participants in accordance with the UN Convention on the Privileges and Immunities of Specialized Agencies.

Registration & Accreditation
Participants designated by Member States or institutions must register via the Indico.UN platform (linked through the official UNESCO Conference website).
Upon confirmation, participants will receive official badges granting access to the Conference zones (Blue Zone).
Separate registration will be required for side events not included in the main UNESCO program, with distinct access badges (website TBC).

Passports must:
Be valid for at least 6 months beyond the date of entry
Contain sufficient blank pages
Be officially recognized and valid for return

Visa
Only registered participants may apply for a visa.
UNESCO cannot influence visa decisions made by the Government of Uzbekistan.
Required documents: passport copy and a photo (3.5x4.5 cm), to be submitted by the country’s Permanent Delegation to the Embassy of Uzbekistan in Paris.

Transportation to Samarkand
Details on arrival logistics, airport reception, and transport from Tashkent to Samarkand will be shared separately. Transfers to/from Samarkand International Airport and hotels will be organized.
Entry to venue will require valid accreditation badges.
Reception and transfer services will be coordinated by the Ministry of Transport and Samarkand Regional Government.
